news: Appointing ITP for concessionary travel support just became easier
Friday 2nd October 2020
ITP has recently been accepted onto the Smart Applications Management (SAM) National Procurement Framework to provide consultancy services for concessionary travel. This framework is open to any bus operator, local authority, or other public sector body to procure a range of ITSO, ticketing and consultancy services.
Through the framework, ITP is able to provide specialist advice and support in relation to concessionary travel reimbursement, as well as administering concessionary travel schemes.
If you are seeking assistance in this area of work, you can now directly appoint ITP for support. We have a team of concessionary travel experts who have many years of experience and are skilled in the following areas:
- Design, implement, and manage schemes, tailored to each authority, including the calculation of reimbursement rates and additional costs using DfT guidance and associated calculator.
- Support Travel Concessionary Authority (TCA) officers with operator negotiations.
- Review and negotiate Peak Vehicle Requirement (PVR) claims.
- Lead negotiations, undertake calculations, and draft responses to DfT in appeals against a scheme.
- Collect, review, monitor, validate and analyse concessionary trip and fare data.
- Calculate operator reimbursement in line with scheme parameters.
- Calculate the implications of changing scheme parameters and reimbursement models, and forecast reimbursement in line with the budget.
- Provide expert advice on all areas of concessionary travel, from interpreting the guidance and complex calculations, to advising on how the scheme should fit with the wider strategy for bus service provision.
More recently, during the COVID-19 pandemic, we have provided local authorities with reimbursement and budget predictions based on various patronage scenarios, highlighting the risks involved. In addition, we are currently reviewing options relating to clawback of funding, the mechanism for doing this, and how this will affect local authorities and operators alike.
