Baldock Masterplan, Hertfordshire




Alongside RHDHV, ITP is working with masterplanners (David Lock Associates) and developer (Urban & Civic), on behalf of North Hertfordshire District Council (NHDC), to support the development of a sustainable extension in Baldock comprised of 3,300 homes, allocated in the NHDC Local Plan. The residential-led mixed use development includes employment land as well as a new local centre, schools, a healthcare hub, retail and open spaces. Policy also requires a new road to serve as development access and potentially relieve existing through-trips in Baldock.

ITP was initially commissioned to prepare a ‘Mobility Vision’ and a set of key principles which outline how the site can be planned as a people and place focused development, with walking, cycling and public transport at its heart. This was developed from an evidence base comprising comprehensive baseline surveys and an accessibility audit to determine the appropriate location and range of land uses to be provided within the development.

Building on the Mobility Vision, ITP is supporting the development of the masterplan and subsequent planning application. We have prepared an Interim Transport Assessment, preliminary designs for potential infrastructure (including a rail crossing) and are scoping the content of the full Transport Assessment and Travel Plan. The planning submission will combine the conventional elements of highway assessment and mitigation with a sustainable transport-focussed set of interventions, informed by our vision-led approach. By promoting mixed uses and high quality people-focused environments, as well as directing contributions and trips towards high quality, sustainable transport infrastructure we will encourage more trips to be made by these modes, lessening the pressure to increase highway capacity. The sustainable transport interventions will benefit the existing residents of Baldock, resulting in an overall shift towards non-car modes across new and existing communities.
